Fostering governance / policy agreements between G7 countries

Document barriers to research infrastructure sharing among G7 members, including research vessels and moorings, but also investigating financial and administrative barriers such as the transfer of funds between partners for maintenance and servicing, insurance liabilities that prevent mutual assistance, and ways to enhance bartering agreements among G7 partners.

Several regional and basin-scale ocean observing groups have highlighted the importance of improving research infrastructure sharing agreements as a means of increasing observations using existing structures and networks, and realizing the full potential of existing investments. Significant barriers to sharing exist, even amongst G7 partners working within a common framework. Reducing or eliminating these barriers requires a forum that brings together the scientific community with the government agencies and ministries responsible for funding and implementing research infrastructure.

The G7 Future of the Seas and Oceans Initiative is developing a joint activity to work with key partners in the observing system community to document barriers to research and data infrastructure sharing, focusing on known collaboration and communications issues for research vessels and moorings, but also investigating financial and administrative barriers such as the transfer of funds between partners for maintenance and servicing, insurance liabilities that prevent mutual assistance, and ways to enhance bartering agreements among G7 partners. Depending on the results of the report and interest expressed by the community, the FSOI may consider the development of a pilot activity (for example, in partnership with AtlantOS) to explore ways and means to maximize research infrastructure sharing.

The Coordination Centre, under the guidance of the G7 FSOI National Focal Points, is developing a scoping team to:

  • Compile existing resources, activities, projects dealing with research infrastructure sharing; identify possible collaborations.
  • Document examples of barriers to research infrastructure sharing among G7 partners.
  • Establish a G7 FSOI Expert Team to examine known barriers and propose solutions.
  • Establish pilot activities and collaborative partnerships to test solutions.
