As part of the 2025 priority activities of the G7 FSOI, the European Commission has published an Independent Expert Review providing a global overview of Digital Twins of the Ocean (DTOs).
The report, “Connecting the DOTs: An exploratory study of global activities and collaboration potential for Digital Ocean Twins,” maps DTO programmes across all five continents. Using desk research, surveys, and interviews, it highlights opportunities for innovation and cooperation, while identifying technical, organizational, policy, and technical challenges.
As defined in the report, DTOs are dynamic, data-driven virtual representations of ocean systems that combine observations, predictive models, and interactive visualization tools to enable informed decision-making for science, policy, and industry.
